【Checklist of necessary procedures before departing Japan】
<At the University>
– Verify the necessary procedures you must follow before leaving with the Graduate School/Faculty you belong to and other related offices.
– If necessary, apply for an official transcript, certificate of graduation, etc.
– Return the book(s) you borrowed at a library.
– If you are a member of the University Co-op, return your Univ. Co-op card and receive a refund of your membership fee.
<In Residence>
In the case of Saitama University’s Domitry (I-House)
– Complete the move-out procedures and pay the gas, electricity, water, sewerage, and telephone bills for the month you move out.
– Return the key to your room.
– If you own a bicycle, dispose of it beforehand or consult with the staff of I-House.
– Leave the room in the same condition as when you moved in, and clean it well.
– Dispose of your waste according to the rules for disposing of household waste. When disposing of large-sized waste, Specially Designated Items and some electrical appliances (TV, refrigerator, washing machine, electrical appliances, furniture, etc.), you must follow the prescribed procedure in advance. Please check the website of the municipality in which you live for the procedures in advance.

In the case of Apartment
– Inform the landlord or “real estate agent” of your moving date at least one month in advance. (Check your contract.) If you give a last minute notice, you will be charged the next month’s rent.
– Settle the rent, gas, electricity, water and sewerage fees.
– Contact your telephone company or internet provider to cancel your internet connection.
– Report your return to your guarantor and thank him/her for their help.
– Leave the room in the same condition as when you moved in, and clean it well. If the room is in poor condition, you may be asked to pay more for cleaning and repairs.
– Dispose of your waste according to the rules for disposing of household waste. When disposing of large-sized waste, Specially Designated Items and some electrical appliances (TV, refrigerator, washing machine, electrical appliances, furniture, etc.), you must follow the prescribed procedure in advance. Please check the website of the municipality in which you live for the procedures in advance.

<At the Ward/City Office>
– Submit a ”Moving-out Notification”
When you return to your country permanently, you will need to submit a moving-out notification. A Notification form can be obtained at your ward or city office. (Notification forms vary by municipality and may be translated in English.) If you forget this procedure, you will continue to be billed for National Health Insurance even after you return home. When the day your return has been decided, please bring proof of returning such as proof of an E-ticket or airline tickets to your ward or city office. You will also need to how your Resident Card and your National Health Insurance Card.
– Return your “Individual Number Card” (My Number Card) (Plastic card)
1) Those who return to your home country with no plan to return to Japan: Return your “Individual Number Card” at your local municipality.
2) Those who have a plan to return to Japan in the future: Your “Individual Number Card” will be returned with a stamp on the front side of your Card. So, please show your Card when you apply for residence registration at your local municipality in the future.
*About “Individual Number”: A 12-digit number called “Individual Number (or My Number)” is an important number which is valid throughout your entire life even after you return to your home country.
-National Health Insurance/Pension
If you registered in National Health Insurance, please complete cancellation procedures and return your health insurance card. If you paid into the National Pension Plan, complete the procedures for withdrawing and for receiving the lump-sum withdrawal payment. Once you receive your payments, however, your coverage periods for the basis of the payments entitlement will no longer be valid to apply for other Japanese benefits.

<At Bank or Postal Office>
– Close your bank/postal savings account if you are no longer using it to make payments or receive income. If you will need to pay the final bills for your utility fees, telephone fees or credit card payment, the month after you plan to leave, do not cancel your account.
<At the airport>
– Return your Resident Card to an Immigration Inspector.
<Others>
– Cancel you’re your mobile phone after making the final payment.
– Cancel your credit card and other contracts.
